The client can simply bridge all the clients together on a virtual Ethernet
and send an RA with A=1. That's no different than what an RFC7084-style CPE
does, except on a virtual ethernet instead of physical. And I'd bet a lot
of VM hosts will just work out of the box if you do it. For physical hosts,
you can do things like Wi-Fi hotspot - even bridge it to the aforementioned
virtual Ethernet if you want.
