It makes a huge difference to the person doing the address plan - "what
block size do I need to reserve where?" - people do not want to see
each individual subnet assignment being routed without aggregation.

CPEs go to dial-in pools, regular hosts go to wired/wifi segments with
very different rules on "who gets to connect, and what are they allowed
to do here".
