This didn't happen in Maastricht, or if it did, it was very poorly publicized.   I hunted for days for a SIM card in Maastricht, and wound up buying several before I found one that actually worked.   If IETF had offered SIM cards, I would not have had to waste time on this.

Actually, the only time I've had an easy time getting a reasonably-priced SIM card was in Taipei, because they sold them at the airport.   The thing that would help me the most would be for ISOC to scout out a few really good places for newcomers to get SIM cards, and post directions to the wiki.
