Really? That doesn't seem defensible to me fwiw.

Do you have an example of such a ToS description that is
really a conversation between people? I can't think of one.

While I don't agree with Paul V. that this WG ought try
describe complex policies (and in particular I think we
ought not attempt to reduce current policies to PDUs used
when discovering DNS server features), the idea that a
person has an opportunity for a discussion with another
person whilst accessing a network via a captive portal
seems fictional at best.

But maybe you meant something else or I'm just confused?
