it's a policy expression, not a policy prescription. some networks have
rules, and of those, some networks have this rule. the draft makes and
should make no recommendation as to what keys be used -- that would be
prescriptive. however, the expression of policy is not prescriptive but
rather descriptive. i oppose removal of this key from this draft.
