I think it would be a very good idea (same as making IANA registries 
more extensible by using URIs as identifier, and let IANA only maintain 
"shorthand" identifiers).

Good question. So far, the workaround (getting the namespace name from 
somebody else) has worked well enough, so maybe the problem just isn't 
big enough.
