A small typo at
https://www.ietf.org/archive/id/draft-bray-unichars-03.html#section-2.2.3-2

The last two code points in each plane are noncharacters: U+00FFFE,
U+00FFFF, U+01FFFE, U+01FFF, U+02FFFE, U+02FFFF, and so on, up to
U+10FFFE, U+10FFFF.

"U+01FFF," should be "U+01FFFF,"
