In my opinion, draft-ietf-idr-large-community-03 is ready for publication.

Additionally, I have tested inter-operation of OpenBGPD with exabgp and
bird.  I am also advertising a prefix with large-communities attached to
it on the DFZ, 2a02:1698:179::/48.

(Disclosure: I wrote the wire-protocol part of the OpenBGPD
implementation, and committed it to the OpenBSD tree)
