If safe extending subcode 2 would be fine, but even if router does not
crash or choke are we sure that all NMS reporting tools will also take the
new msg size just fine ?

If so or if we don't care I would say go for it. But if we are changing the
encoding now perhaps it would be better to issue 4486bis instead ...
