That's a good question and we need to figure out the appropriate
boundaries for what constitutes the "Routing System".

For instance, I'm not sure that it makes sense to be able to change
the admin-status of a physical interface - but if one thinks about a
use-case around creating an overlay network, I can see the need to
create the tunnel, turn it into an interface, turn on OSPF across it,
and then enable the interface.

This is where I think that having clear motivating use-cases will help
us define the borders for the sub-interfaces more clearly.
