Given that an IRS agent can inject a static route or a policy-based
route, it is easy to specify an appropriate next-hop/tunnel to direct
packets to an appropriate location.
I do think that the ability to inject packets would be useful - though
I have concerns about scale for that - and it is somewhat arguable as
to whether it fits under the "routing system".

IRS is the means :-)  We're working on defining that based on the requirements.
