Inserting a new record that obsoletes an existing item can cause deprecation, change from grandfathered->redundant, or other changes. It *does* mean that inserting an extlang requires two records to be submitted to IANA, instead of just one. Ultimately, though, the question is whether having the information adds value in the registry in proportion to the disruption that adding more fields, maintenance rules, and so forth adds.
