I believe that the framework document SHOULD be solution independent, but is not quite there yet.  Small tweaks are necessary to allow NAI to not reside in-stack.

I disagree.  A network action MUST be able to require Ancillary Data.  Example: consider the network slice identifier function.  It may reasonably require a slice identifier be included as Ancillary Data.  Similarly, an entropy network action would require an entropy value as ancillary data.
