Just throwing in a comment I made on the rate limiting PR: maintaining more CID's than necessary can have performance impacts: https://github.com/quicwg/base-drafts/pull/2428#issuecomment-460951783 therefore I'm in favour of lowering from 8. I'm less concerned with the default being 0 or 2.
