One of the goals for post-Rel-16 ATSSS is to support non-TCP traffic.

3GPP ATSSS-LL already supports non-TCP traffic, but it's roughly placed on
whatever outgoing queue to the UPF seems right, delivered in whatever order
the packets arrive at the UPF, etc.

And so, 3GPP hopes to do better than ATSSS-LL, and here we are.

As I understand it. But I'm still not the ATSSS Whisperer[1].
