I agree with all conclusions you have made.

Let me, however, explain one thing for the record:

No progress was needed, since the spec is technically complete.

Energy trying to kill the idea.
(I still haven't heard a single technical reason why.)

I fully agree.

(Since one of the specs that might make use of the ROHC-CRTP bridge  
has recently received new interest, I may want to pursue the draft in  
that context.)
