Ok, I meant to partially pre-configure.

But I agree that even that partial pre-configure of routing is too much 
to ask the typical home user.

I think that leaves out the use-case where there is some intermediary 
router between the stub router and the ISP's in-home router.

I am not sure if that makes sense from a business perspective.
