I hesitated even citing anything around the current directive because that situation is fluid and is best left to the lawyers for the different orgs to interpret and each org’s leaders to decide on the correct action for their situation.  It was not my intent to get into compliance discussions. My apology for citing it, I had thought it may move the use case I was trying to suggest from abstract theory and something that maybe needed to dealt with sooner.

A better version of my comment is:  There is an additional use case of  “pay wall with additional restrictions” that is beyond just “pay wall”.  It would apply when the cited standard was behind a membership access wall and the terms of membership has restrictions.
