Clueless, yes - but also culturally incompatible with successfully performing work within the IETF's framework.

The begging "please give me another chance" after multiple people including Jay had multiple interactions with him and asked him nicely to behave was what really hit me.

For sure we need a "vexatious litigant" flag for somebody like that and some limited number of strikes before we can say "maybe the IETF is not the right body for you to make your contributions to the world".
