I don't understand how USER_TIMEOUT solves this at all. USER_TIMEOUT seems 
to address problems with the connectivity, and close the session.

That's not the problem here at all, the connectivity can be perfect. This 
is an application layer problem we're trying to solve, not a connectivity 
problem.
