2 questions he discussed with both the CAR and CT authors.

Jeff Haas (IDR Co-chair) posted a summary on March 21, 2022
that for route resolution and route origination/propagation,
BGP-CAR and BGP-CT are functionally identical, but operationally different.

I refer you to Jeff’s email for clarity on the term “functionally identical”.

If you wish to ask Jeff questions on that mail thread, you may.
Please do not re-open discussions on the topic of functionally identical on
this mail thread. The IDR chairs allowed discussion time for topic at IETF-113.

You may raise specific issues regarding operational differences on
Part 3 of the Adoption call.   The IDR chairs are looking for in put on
operational differences between CAR and CT.

Thinking more .. I am not really sure what you are asking here.

Is OSPF and ISIS functionally identical ? Both give you a product of SPF ... but they do it in completely different ways.

or

Is a trip from Boston to New York by plane, by train or by car functionally identical ? All of them will get you to the final destination - perhaps all will even take roughly the same total time door to door - but how can we say that are functionally identical or not ?
