Thinking more .. I am not really sure what you are asking here.

Is OSPF and ISIS functionally identical ? Both give you a product of SPF
... but they do it in completely different ways.

or

Is a trip from Boston to New York by plane, by train or by car functionally
identical ? All of them will get you to the final destination - perhaps all
will even take roughly the same total time door to door - but how can we
say that are functionally identical or not ?
