Also, in a physical hallway I can negotiate the start of a conversation by looking for non-verbal clues that immediately make it clear whether the person near me is interested in speaking to me or not. When I tried gather.town, it just felt unnatural to bump my avatar into another avatar (independently from whether I knew the person or not) and wait for several seconds for an AV connection to be established before understanding whether I'd be welcome or not. 

So an event like a virtual reception, and/or visual clues on virtual avatars representing a degree of availability to new conversations, could help a lot - even if, in the end, conversations mediated by computers are inherently more unnatural than real world ones, so the barrier for shy people will always be much higher.
