When I read this draft, I looked it from several viewpoints.

The first was "here is the best current way we know how to run a
'.' (root) DNS server."  The stuff in the draft seemed pretty much
right on to do this.

I also read it from the viewpoint of "if you want to (and have the
resources to) run a high quality TLD server (or any nameserver,
for that matter), here is the best current way we know."

If you are talking about a '.' server, I really think that you need
to get into all this level of detail - down to the implementation
& version of software running on a box and how that box is
administered.

If you are not running a '.' server, then all of these are just
suggestions.

Maybe this draft needs to be rewritten to addresses more clearly these
two different viewpoints?
