Eric,

I think that we believed we were making it more implementable, and there
was certainly cross-checking within the IETF. And there will be this time
(with ART, not Transport, however).

What we missed last time was any direct interaction with WHATWG. I'm not
even sure that WHATWG existed then.

We're listening to the comments about Ted's point, of course.
