It seems to me that what Joel said is different: the outcome of a wg 
call for adoption may be that if there parts that have support, and 
parts that don't, a document may be adopted on the condition that the 
parts that do not have support be removed before the draft-ietf version 
of the document is posted.

That's quite different from "strip this, and try again", which might not 
be the best use of the wg's energy.
