Resets happen for many reasons. For many non-technical users, resetting 
(unplug&re-plug) is normally the first thing they'll do when trying to 
"fix the Internet". For instance, a local ISP runs has a phone menu 
that, for many/most issues, causes your ISP-managed CPE to be reset (!).

It also happens that, as a result of storms, you may get blackouts in 
some -- but not all -- electrical "phases".
