It is often the case that folks get involved in the discussions when 
such discussions involve a wg document, and when it's clear that the WG 
will otherwise ship a document.

I this particular case, I don't object to separating Section 4.5 into a 
different document (as this part and the rest of the document might make 
progress at a different pace). However, given that Section 4.5 is an 
important bit to solve the problem, and that even those objecting have 
some idea on how to tweak or replace Section 4.5, it would seem to me 
that the contents in Section 4.5  warrant adoption (whether in the same 
or in a separate document), such that the WG works and comes up with 
what the WG things it's the best way to infer, unprefer, and eventually 
discard stale information.
