The comparison with TLS is a bit tricky since JOSE is not a multi-roundtrip protocol but rather a one-shot message (similar to XML digital signature and XML encryption, CMS, or PSKC). 

There is an IAB document that is relevant to this discussion, namely http://tools.ietf.org/html/rfc6709

Interestingly Appendix A.3 talks about TLS extensions and makes a few remarks that are relevant to this discussion (see http://tools.ietf.org/html/rfc6709#appendix-A.3):

"
   It has turned out that many SSLv3 and TLS implementations that do not
   support TLS extensions did not ignore the unknown extensions, as
   required by the protocol specifications, but instead failed to
   establish connections.
"

At a minimum I expect that the document describe a story for how extensions are behind handled.
