ICANN met in Hyderabad and got no meaningful local participation I could 
see.  There were a thousand local registrants but they were all there for 
the literal free lunch.

I think we agree that while we should be looking for a broader range of 
places to meet, the first priority has to be that the meetings are 
successful and we get our work done.
