+1 - "exploratory" should mean "going to a part of the world where we have (almost) never been, even if that introduces some uncertainties and creates additional problems for some regular participants or for organization". A new city in Europe or in North America is not "exploratory" in any way, unless what we want to explore is new restaurants and new attractions. A city in Latin America, Africa, or some parts of Asia would be.

Also, the exploration is not meant to improve timezone rotation, as the 1-1-1 policy already caters well to that. We are rather talking about places which fall in one of the three timezone bands that we already use, but belong to different geographical areas.
