The coalescing logic requires you to skip long header packets after the handshake and process the coalesced packets in the UDP datagram. I.e. you need to wrap this is a loop. In Tokyo we decided that you can limit the number of times you will go through this loop per UDP datagram, if you want. (I think we said that the limit can be as low as 4, I think.)
