Put differently: you are a parent or guardian and you care for a small population of children. Dictators oppress thousands to millions. A utilitarian approach suggests that the latter are more important to enable, than would be the cost of mildly inconveniencing or requiring the former to change their protective approach.
Can I just ask you whether you really think that DoH makes a real difference to the proverbial dissident under a dictatorship? If I were one, I'd already be using stuff like Tor and VPNs. Encrypting the DNS query is nice, but if then there are packets going from my computer straight to the forbidden destination, it's also not very useful - and if there aren't, then I am possibly already using technologies that could transport my DNS queries securely as well.

I think that DoH is much more of value for people that do not need to hide their traces completely, but just don't want their DNS traffic tracked and monetized.

Also, this idea that the Internet will export democracy by providing "escape to a free web for oppressed peoples" is... so 90's. In most countries that have been mentioned as examples of dictatorships throughout this discussion, most people are actually quite happy about their regime and often even happy not to live in a Western democracy (though that's partly because of propaganda, but often it is also because of different cultural values). It takes much more to subvert an authoritarian system than the ability to connect to some websites. It's still worth providing people in these countries with additional protections, but the depiction of a sad, oppressed world that is just waiting for DoH to bloom into democracy is a bit too much :-)
