The word "domain" is used in many ways. For APNET, the draft Charter
currently defines domain as "a network under common management where
data packets can carry an APNET Field." So if one network operator has
a network with parts in different cities but those parts are all
connect, say, by encrypted tunnels, that network could be an APNET
domain as long as the APNET Field is removed at all egress points.
This point could be clarified in the draft Charter.
