That's a good introduction for an individual wishing to participate in the IETF. 
  Anyone new to the IETF should read it.

I think the challenge here is also giving guidance about starting an IETF 
activity. The closest document for that, I think, is:

    Considerations for Having a Successful Birds-of-a-Feather (BOF) Session
    http://tools.ietf.org/html/rfc5434

A pre-wg isn't a BOF, of course, but it's got quite a bit in common.
