Sorry for replying to my own post, but I had a "eureka" moment after 
reflecting on the last sentence above.

Why not have two nomcoms - one for the IESG (minus the IETF chair), and 
one for everything else.   The nomcom for the IESG could be open to 
remote participants while the other nomcom could use the current 
eligibility requirements.

It would also reduce some of the time commitments of any given Nomcom 
participant by splitting the load.
