draft-spaghetti-idr-bgp-sendholdtimer talks about the problem in one
paragraph of the Introduction section.

Section 2 describes it further providing an example but is recommended to
be removed before publication.

Rest of the subject draft is all "how" to do it by modification to BGP FSM.
