how does the router detect the zero window to trigger the send hold timer
automatically?

 In your test bed so once the window is throttled down to 0 to recreate the
stuck scenario, in your send solution to fix stuck peer it’s a manual
config change for the send hold timer, correct?

For the NOC I think we want  an automated detection mechanism as it maybe
difficult to detect with normal means to find the stuck peer.  I guess one
option which could be scripted is look out for peer with large OutQ to
trigger the send hold timer.
