Zero windows is a way for TCP to apply back pressure to a peer.

Pls observe that send_hold_timer will not detect lot's of other BGP bugs -
say BGP I/O is draining TCP but dropping everything received or dropping
some AFI/SAFIs correctly processing messages from other AFs ...
