I also strongly disagree with advancing this draft.
The name on the draft did not highlight sufficiently the impact it would
appear to have.
I concur with Robert's answers, as follows:

Ad 1) No.
Ad 2) No.
Ad 3) No..
Ad 4) No.
Ad 5) Yes.  (I'm actually on the fence on this one, but I think it may be
N/A or moot as a result of 1 through 4).
