:-)  Tools doing something with ISSNs exist, I vaguely recall that
     I was a bit annoyed when [insert name of famous of RFC author]
     yielded only something he published thirty or more years ago,
     not an RFC.

I dont't understand how the proposal would change that, and if it
doesn't I don't care much about it.  The database in Germany I
looked at cataloged tons of IT/CS related journals, I think ISOC's
IETFjournal should get an ISSN.
