I actually don't think that's the case.  I mean, I think
it should be on the documents (otherwise there's some small
point to having one, but not a lot) but I think it's real
value is to the people who organize information.  The
value to users of information is probably indirect at best -
I'm having a hard time imagining a circumstance in which
having the ISSN on the document is of immediate value to
someone using the document.
