That part, at least, is clear.  End of section 5.7:

    A change in the primary affiliation of a voting volunteer during
    the term of the NomCom is not a cause to request the recall of
    that volunteer, even if the change would result in more than two
    voting volunteers with the same affiliation.

To the matter at hand, though, I like Yoav's analysis. [1]  Let's let 
the Nomcom get to work.
