this was something I did not see clearly raised in the IPR WG, which is a 
pity.

Since changing to a more liberal license would require changing the grant 
of rights that the authors give to the IETF (or to ISOC), we can't just 
change it retroactively either (see debate on retaining I-Ds for more than 
6 months for what happens if we try).

Anyway, this belongs on the IPR WG's mailing list.

PS - I just had another instance of this problem.... someone wanted to copy 
term definitions from an IETF glossary into their own glossary of terms 
(with attribution). I think this should be allowed and encouraged - but 
under the IETF copyright terms, the person had to ask the author for 
permission; the IETF was not in a position to grant the request......
