factoid.... the Unicode website you point to says:

Note that you can't modify the documents for anything BUT creating 
derivative works conforming to the Unicode Standard - and there are 
documents (such as this one) that you can't create modified versions of.

(I assume that this quote is within the boundaries of acceptable quotation 
for commentary, although I haven't checked with my lawyer on the point...)

and later in the same document, for the "Unicode Database" files:

All that said, I think the Unicode rules seem reasonable :-)
