Let me phrase it more strongly: all discussion on this topic that's 
intended to affect the IPR WG's decision MUST take place on this list.  
For one thing, this is the list that interested parties are directed to 
subscribe to by the WG charter web page.  For another, the contents of 
this list are archived by the Secretariat.

You are, of course, free to post comments and observations anywhere 
else.  But it's not reasonable to ask WG participants to know about 
such postings, let alone to subscribe and participate.
