If you are referring to this line:

           rsaEncryption OBJECT IDENTIFIER ::=  { pkcs-1 1}

The intent is that it only defines a symbolic name to be used as a short-hand prefix of an OID string within that specific ASN1 module definition.  For example, pkcs-1 is a prefix is a prefix for 1.2.840.113549.1.1 and is not expected or required to be unique globally.
