Thanks for the reply.

I think the most important thing is to get it *right* and in a way that the security folks (including those way much more knowledgeable than I) will accept it. We seem to agree that narrowing the scope is a good way to get there.

I also still think, more strongly now, that building definitions around the algorithms, rather than the type of key material, is wrong.
