I agree to disagree: NTPv5 is not a new protocol design; it's the next generation of an established protocol.
If NTPv5 is strictly authenticated, the any NTPv5 server MUST support the NTPv4 protocol.

But I think it would be a poor choice as NTPv4 has problems and the NTPv5 world would be a "closed world" so it would not spread fast for compatibility reasons.
