Bob,

Being a potential (and given my style, possibly even a likely)
target for a recall effort, I nonetheless believe that the mechanism
is important to retain.

Healthy communication processes require a feedback connection.  I
believe that having to wait up to 2 years does not give the community
a strong enough stick to apply.  I also believe that the community
will be extremely careful in applying that stick.

Individuals might not be so careful, but the 'community' seems to
take such steps as very significant and pursue them judiciously.
